Here are a few reminders and deadlines.
1) Region V Training Camp Volunteering in a Leadership Role- Please submit your form which is on the Region V web site by August 1 for all summer and fall training camps. This needs to be completed by all judges and judge/coaches that want to be assigned in a leadership role.
2) Professional Involvement Forms-Just a reminder that this is our second year of using this as an electronic form only. It is due by September 15 to be eligible for State and Regional Championships in Region V. If the deadline is not met, a judge will not be allowed to judge for these championship meets.

I am writing to all of you with an urgent request.

One of our own, “Jim Gault,” who coaches in Columbia, South Carolina is in a battle for his life.  His prostate cancer has returned and spread.  The medical cost are spiraling out of control.  Living on retirement and Social Security plus trying to work part time in the age group program isn’t enough to cover the massive health costs.  For example,  Jim recently spent 8 days in the hospital with pneumonia which cost $52,000 dollars.  What Medicare doesn’t cover, Jim will be responsible for.

Because of the problem we are beginning a national campaign to raise medical funds for Jim.   He coached at the University of Arizona for 18 years after many years in the  Age Group Program and the Elite Program.  After moving to South Carolina, he began working for a former gymnast who owns a gym there.  For more information about his coaching career please google “Jim Gault.”

An account for Jim has been established at Regions Bank in Birmingham, Alabama and I will be the coordinator.  Regions Bank has an office near Jim’s home in Leesville, South Carolina.

Q: When do you have to be 8 years old by?
A : The gymnast must be 8 by the last day of the competition entered.

Q: Can a gymnast start the season as one level of Prep Op and move down to another level of Prep Op?
A : Yes for GOLD, SILVER, and BRONZE. If a gymnast is competing as a Platinum and has been a level 7 or 8, they must petition the State Committee if they want to compete as a GOLD.

Q: What is the judging panel rule if JO levels are competing in a session with Prep Optionals?
A: If there are JO levels in the same session as Prep Optionals then all JO judging requirements are applied.

Q: Can Prep Op gymnasts compete in 2 state meets in the same season. Example: Level 7 state and Prep Op?
A: NO, they may only compete in one state meet per season. They can do level 3-6 Fall and Prep Op spring BUT a max of 2 state meets per year. This is the same as JO rules.

Q1. Does the hold element on balance beam need to be in the code?

A1. NO. See bottom of Region 5 rules beam chart.

Q2. Prep Opt. Bars (Bronze & Silver)…Can a gymnast do a glide swing return to ground, pullover? If so is it 1 or 2 skills? Does it count as a fall?

A2. It is NOT a fall. It counts as 2 skills because each element has its own value for level 4.

Q3.What is the deduction if a gymnast climbs up on the low bar to jump and reach the high bar?  What is deduction if they do this plus a coach holds their hand to help them?

A3. If gymnast climbs to stand to reach high bar it is NOT a fall, page 69 in code it is a .1 (flat .1) it is an uncharacteristic element. Example: climb/crawl onto low bar within exercise.

If the coach holds the gymnasts hand as she climbs onto low bar it would be .5 for spot PLUS .1for the climb = .6 deduction taken.

Q4.Beam (Silver & Gold)…Can a gymnast do the same acro element twice and fulfill the 2 acro requirement.

A4. The option rule would apply here. No they would not get credit for the second acro if it is done twice and the second time it is identical to the first. They MUST use a different entrance or exit. See bottom of Region 5 Prep Op beam chart. Example: If a gymnast does 2 cartwheels, one at the beginning of the routine and one at the end….the second would not count. If a gymnast tries to connect 2 back walkovers and breaks them and this is their only 2 acro skills then they would only fulfill 1 acro element.

*Note: no series required for these 2 levels.

Q5.Bronze Clarifications:

1. Yes a bronze floor routine can have a cartwheel, round-off and count it as 2 acro elements connected.

2. Yes an Eagle roll would count as their forward element. Also handstand roll and dive rolls are allowable. These are all allowable forward elements for Bronze, Silver, & Gold.

3. Yes a straddle sole circle dismount on the low bar can count as an A value part. See bottom of Region 5 bar chart.

Q6. Bars – Gold: Is a horizontal cast an A?

A6.No. waiting on answer about SR being A elements.

Q7. For Bronze & Silver do we use compulsory deductions or optional?

A7.Region 5 Prep Optional rule clarification #1: Execution deductions of skills are taken using optional rules except where noted differently.

According to Cheryl Jarrett, Vice-President Member Services, all member clubs (those who signed up for the membership in the marketing program offered by USAG) are fine because you must list an administrator as part of your application.  However, most clubs that are not member clubs have never listed an administrator.

In order for the clubs THAT ARE NOT MEMBER CLUB PROGRAM CLUBS to stay connected to our system, they:

1.     Must have a contact administrator from their club who is USA Gymnastics Member.

2.     Must send us the name AND member number of their contact/administrator,  along with their Club number.

3.     Must e-mail this information to :  membership@usagym.org

That is where we come in.

The idea is a www.REGION5FORLIAM.com website and it is a GIFT TREE where we can select to help out with a number of the related expenses involved. For instance you can choose to help fund RENT for month 1, Airfare for Dad to visit, groceries for a month etc. OR a donation for an upcoming auction would work. Either way shows great compassion for a family in need. In less than one week we have raised over $12,000 mostly from Facebook fans as the message has not been distributed to the membership by the state directors yet. Rachel Brazo is sending a mass region 5 email this week but we still need support of the state directors and their contacts. In fact we have more contributions from outside the region than we do from some of our own states thus far. Regions 8 and 3 are on board with their full support.

We all know what the health and well being of our children mean to us. I only have to put myself in Kevin’s place for a moment to know that I have to do something to help his family overcome this hurdle without sacrificing financial security for the rest of their lives. I am asking that the Region 5 help the QUIRK FAMILY.

Ohio participants in the Prep Optional Program MUST be 8 years old by the last day of the meet entered.  This includes any USAG sanctioned invitational as well as the Prep Op State Meet.   Any meet director that has taken money for a Prep Optional gymnast that is NOT at least 8 years old (from Ohio), needs to refund the club their entry fee.

Judges Selection Process 2010-2011

The PIFs were created to select judges for Ohio state meets in an ethical manner based solely on the judge’s personal involvement with Ohio gymnastics. Criteria for selection of judges include  ( but are not limited to ) the following factors: PIFs, CPEs, clinics/symposiums, training camps, in gym work, and level of competitions judged the previous year. The goal of the State Committee would be to have the best judges on the floor, regardless of affiliation or demographics.

Pre-Meeting:

• Judges who want to be selected to Ohio state meets MUST have their PIF’s in on-time, as well as their most updated CPE form turned in to Carol Arnaut, Ohio SJD.   There will no longer be consideration given to judges if EITHER form is returned after the deadline.
• Judges must list availability for such meets and also indicate affiliation.
• A list of available judges for each state meet is then put together in a spreadsheet so that each State Committee member has a list of only those officials available for the corresponding meets.
• The list of available judges vying for selection on the 9/10 state meet – only, is then emailed out by a Google survey engine to all the Ohio assigners for them to denote that they “Recommend”, “Don’t Recommend” or “Don’t know” for each official.
  * The Google survey does not notate who sent in each submission.  These surveys are completely anonymous and only date stamped as to when they were received.
• The list of available judges vying for selection on the 9/10 state meet – only, is then emailed out by a Google survey engine to one optional coach per gym for them to denote that they “Recommend”, “Don’t Recommend” or “Don’t know” for each official.
  * The Google survey does not notate who sent in each submission.  These surveys are completely anonymous and only date stamped as to when they were received.
• Each State Committee member selects their rank order of the top 20 officials for the 9/10 state meet via e-mail prior to the Judges Selection meeting.   Every time a judge is selected, his/her corresponding ranking is his/her points. Top twenty judges with the least amount of points are then ranked.
• The day before the meeting a spreadsheet with the state committee’s ranked selections, the spreadsheet with the assigners and coaches tallies of “Recommend” , “Don’t Recommend”, and “Do not know” is distributed to all committee members for review prior to the meeting.

Meeting:

• The committee will review and have a short discussion about the committee’s selection of judges.
• The committee will review the tallies of both the assigners and coaches “Recommend” votes ONLY.
• a. Votes of “Recommend” are equated to “Yes” votes, and as such, tallied for a total.
• The committee will see if the assigners have a “clean” break for their top 20 “Recommended” judges.
• * The judges with the most “Recommends” will be known as the “Assigners Selection”.
• * If there are ties at the 20th spot, all judges tied will be included in further discussion.
• The committee will see if the coaches have a “clean” break for their top 20 “Recommended” judges.
• * The judges with the most “Recommends” will be known as the “Coaches Selection”. * If there are ties at the 20th spot, all judges tied will be included in further discussion.
• Each judge will get a check mark for each list that he/she is on.  The most a judge could have is three check marks.  The least would be no check marks.
• All judges with three check marks are entered as panelists for the 9/10 state meet.  This process balances the committees selection, the assigners, and the coaches as 1/3 consideration each.
• If less than the needed amount of judges for the panel have three check marks, further discussion is needed to decide which judges will round out the panel.
• Criteria to be considered to complete the panel include: need to have non-affiliated judges on the panel,
• number of “Don’t Recommend”, number of “Don’t know this judge”, comparison of the state committee’s selection and assigners and coaches selections.
• If more than the needed amount of judges for the panel have three check marks, further discussion is needed to decide which judges will be named as alternates, using the same criteria as mentioned above.
• The State Committee will double check the list to make sure there are not too many affiliated judges selected to the panel.  State Committee will then approve the judging list.
• Of the judges selected for the panel  ( 9 or 17 ), nominations are sought for selection of the meet referee. Discussion is had and if necessary a closed vote is taken.
• Alternates are then selected, based on the criteria listed above.
• State Committee will then proceed to select the meet referees for the remaining state meets.      Meet referee’s are verbally nominated by someone on the committee.  If there is more than 1 candidate, a closed vote will be done to determine who will be chosen.   In the event that 2 sets of judges will be used, two meet referees will be selected.    A closed vote will be done to determine meet referee #1 and meet referee #2.     If by chance the meet only uses 1 set of judges, MR #2 would become a panel judge on the first set of judges.
• Upon selection of meet referees, the State Committee members will cross off any judge that now has 2 meets.     The State Committee should also be considering the availability of all judges for the remaining state meets.
• The next step is to determine the panel judges for Level 4/5 state meet. * Again, using all tools from the assigners and coaches along the way to the completion of the assignments.
• The next step is to determine the panel judges for the Level 7/8 state meet. As a rule of thumb; those judges that are selected as alternates for 9/10 state meet should be given the first opportunity to be considered.
• The final panel to be determined is the 3-6, Prep Optional panel.
• All State Committee members review selections and discussions proceed to verify that no one is on more than two state meets, people who are available are not forgotten, and other points to be considered.
• Alternates are then added to all remaining meets.

Two methods to qualify as individual specialists:

1) Gymnasts that qualify in the all around to state meet may chose to compete as an individual event specialist, as long as they have met the specialist minimum score, or

2) Gymnasts can qualify as a specialist.

Specific qualifying scores are:

*Level 7 & 8 :  8.0 minimum on qualifying event

*Level 9 & 10: 8.5 minimum on qualifying event

The 3 acro flight is now a 2 acro flight requirement.

All nominees must be USA Gymnastics Women’s Program Professional Members in good standing for a minimum of two consecutive years immediately prior to the nomination, be at least 21 years old, and meet the prerequisites in Article V of the Operating Code Sections E and G found posted on the USA Gymnastics website, Women’s Program home page under the Rules link. JUNE 28TH STATE COMMITTEE MEETING

I.     Introduce Committee members and discuss job titles / responsibilities.

 i.      Meeting was called to order promptly at 10:00 a.m. by Nina. All members of the committee were present at Fliptastics! Gymnastics.

ii.     Nina introduced each committee member and briefly discussed their positions.  All members of the committee must be flexible in their positions and help others as needed.   Roles of each position may change throughout the year.

 1.   New Positions:

  a.    Kittia will help to organize the coaches in Ohio.   She will determine what is needed / wanted by the coaches and relay that information back to the committee.   She has intentions of holding a roundtable discussion the weekend of Super Camp.

 b.   Gary and Diane will work together on the website.

i.      Anything that is to be posted on the website should be copied to Gary, Diane, and Nina.

 ii.     Mark will send hardcopy forms to Gary  of the meet advertisements in the handbook.  Links will be made available to those ads.

 iii.   Front page of the website should be all current information and pertinent to Ohio Gymnastics.

 iv.   Score tracking system: Gyms will need to input this information for the system to work.  Sue will communicate with the gyms and get them to input their information.   She will be responsible to work with the gyms and help them understand HOW to use the system.  Step-by-step process will be posted on the website.

 iii.   Ohio USA Gymnastics sweatshirts were distributed to the committee. iv.    Confidentiality form

 1.   There is no form available. Nina explained that all discussions held during the meeting should remain confidential.

 II.   Mission Statement of 2009-2011 State Committee

 i.      There was much discussion regarding the mission statement. During the meeting, we came up with a general statement that will need some modification.

 1.   “Ohio USA Gymnastics State Committee formulated the following mission statement as its guiding principles to benefit the gymnasts and clubs of Ohio. The goal is to bring the Ohio Gymnastics community to its fullest potential through promoting safety, education, and communication.”

 III.  State Handbook

 i.      Mark is very happy with the progress.  He received approximately $6000 worth of advertisements for the book.  Handbooks are to be shipped mid July – hopefully to have books in hand by August 1st.  Kittia suggested that the handbook be converted to the website in the future.

 MOTION:  Any gym that wants to advertise on the website that did not get in the state handbook may pay $225.00 for the web ad.

IV.   Ohio’s Rules & Policies

 i.      Becky and Nina to work together on this project.

 V.    Prep Optional

 i.      Michelle verbally informed the committee of all the Region 5 Prep Optional changes.  There is nothing in writing at this point, as there are still some loose ends.

 ii.     New rules to be posted on website when available.

iii.   It is permissible for a prep optional gymnast to compete in the Ohio Invitational and Ohio State meet. iv.   It is the Committee’s opinion that the prep optional gymnast fee be the same as the compulsory entry fees for larger invitational’s.

iv.     Michelle to organize a Q & A page on the prep optional page of website for coach / gym owner.

 MOTION:  Recommend that the state of Ohio allow prep optional competitors to begin at the age of 8, so that we can accommodate surrounding states with similar age groups.

Clarification: Gymnast must be age 8 by the date of the competition (same rule as USAG).

VI.  Judges Update

 i.      Jill presented an un-finished version of the Ohio In-Gym Experience form.  This form will be used in addition to the PIF.   This form will allow for judges to indicate any volunteer credits, in-gym experience besides a training camp, etc….

 ii.     Thank you gifts were given to all judges that were part of a state meet – alternates included, as they were used several times this year.

 iii.   In-Gym Form will be put in the state handbook.  Due date is September 1st   — same as the PIF.

 VII.  State Meet s

 i.      Ribbon breakdown for state meets

 a.    Ohio will use 9.0/8.0/7.0/under at all state meets. ii.        Age groups at state meets

MOTION:  We divide the age groups evenly with a maximum of 20 gymnasts and a minimum of 14 gymnasts. Motion was defeated due to no second.

MOTION:  At Ohio state meets, we will divide the age groups by birthday with a maximum of 20 gymnasts per age division for all levels (4-10).

iii.   State meet bids for 2009-2010 season

 a.    Pam reviewed the 2008-2009 state meets – pro’s and con’s of each meet were discussed.

 b.   Pam distributed the form with bids for the 2009-2010 state meets.  There was a lengthy discussion regarding whether or not the required information was turned in for all meets. Facility agreements were looked up, size of buildings was discussed, and deadlines were double checked.

 c.     After a vote, meets were awarded to:

 i.      4/6 Fall State Meet – Olympic Dreams ii.        8/9/10 State Meet  - Olympic Dreams iii.   4-5 Spring State Meet – Halker’s Gold

ii.   6/7 and Prep Optional – Ohio USA Committee

 d.   Bids for Sunrise and OGI were determined to be incomplete, therefore not part of the bid process.

e.   Determined at a later date; Sunrise bid reconsidered.  There will be a re-vote on the 4/5 spring by the state committee.  The 6/7 and Prep Optional bid will be put back out to committee via e- mail by Becky.

 i.   Award for state meets

 1.   Mark presented some ideas regarding the state team awards.

 2.   Bids due to Nina by July 15th.  Voting by the committee to be done by August 15th.

 3.   Supplier list (Becky has this list) to be put on website if we have a classified section.

 VIII. American/National vs. Open / Selected

i.      Divisions will remain the same for the 2009-2010 state meet season.

 ii.     Nina to get number of registered athletes for each gym in Ohio – levels 4 through 7.  We will use this data to look and compare how they are divided in the state meets this year

 iii.   Sue to attempt a trial of the open / selected division.   She will have each coach designate their top 5 athletes on each event and do some research on whether this would have changed the outcome of the meet.   Top 3 scores will count out of the 5 gymnasts designated per event.

 IX.   Miscellaneous Topics

 i.      State Banquet

1.   June 12, 2010.

 2.   Location – North part of Ohio — possibly Kalahari / Great Wolf Lodge / Cedar Point

 3.   Banquet Committee – Jill, Jamie, Sue, and Becky

ii.     Ohio Email list is confidential

 1.   Becky to use her BCC when sending out emails to provide a more private list.

 iii.   Clothing attire

 1.   Same Region 5 clothing attire rule, but no penalty will be implemented if they are in violation.

Next meeting set for September 6, 2009.  Location and time to be determined.   This meeting is being held to vote on

2009-2010 state meet judges.  All PIF’s to be returned by September 1st.  Sue Kane to organize this data for the committee and distribute prior to the meeting.

1. Roll Call – Meeting was called to order at 6:07 p.m. by Nina Dent, Ohio   USAG Chairman.  Communication during meeting and agenda topics were discussed.  Confidentiality form hopefully to be signed at State Congress on June 27^th and 28^th.       

Meeting notes are to be completed by June 30^th for review.  Committee Members review / respond by July 4th to Becky.   Minutes reviewed and posted on the website by July 14^th. 

Ron proposed we set a standard list of things that are not to be discussed outside of the committee.   On intracommittee e-mails, we should put a note:  that means confidential until posted.

1. Review of Positions
   1. Mark Fahrnbach – Handbook

                                                              i.      Changes that were received via e-mail by Jill were discussed.  She presented the Ohio Clubs 2008 CD to Mark.   Nina would like a link on the website that would allow the clubs to update their information at any time.   This information should go to Jill and Ron should post on the website.  

                                                            ii.      Due date for State Handbook meet information is due July 1^st to Mark.    His goal is to have the State Handbook ready by August 1^st. 

                                                          iii.      Nina would like all State Committee Members to review their current State Handbook and get corrections to Mark by July 1^st. 

                                                          iv.      Ohio Rules & Policies vs State Handbook – merge two documents together.

1. Nina emphasized the need for State Committee to get feedback regarding the handbook and what they would like to see in it

                                                            v.      Mark mentioned that his computer is unable to accept documents in excel. 

                                                          vi.      Committee discussed possibly eliminating gym maps from the state handbook.  At this time, they will remain in the book. ***At a later date, Nina decided to eliminate maps from this year’s State Handbook due to the availability of Mapquest and Google Maps.

                                                        vii.      Mark expressed his concern regarding the cost for color paper, which was used for the invitational advertisement in the state handbook.   After discussion, white paper will be used for meet advertisements.  All ads will be kept together, similar to last year.

1. Michelle Crane – Level 3 / Prep Optional

                                                              i.      Michelle relayed some concerns and comments she received from coaches / judges regarding the level 3 & prep optional program. 

                                                            ii.      We discussed the need to promote level 3 meets.  Michelle will gather a list of level 3 meets being offered in Ohio and post them on the website.   

                                                          iii.      Nina presented the new Region 5 Prep Optional rules, which were recently established by the Region 5 Committee.  We discussed the differences from the current Ohio Prep Optional Rules and the new Region 5 Rules.    Once these rules are made available to Nina, she will distribute them to the committee.   Mark and Ron will need to have these rules available to them in a timely manner for the website and State Handbook if available from the Regional Committee.

1. Judging panels for prep optional will remain the same.

Recommendation – I propose the committee change the minimum age requirement to compete in the Ohio Prep Optional program from 8 to 10 years old.

                                                              i.      Title to be changed to Coach / Club Advocate

1. Jamie will become more involved with all gymnastics clubs in Ohio, regardless of size. 
2. Letter to be created by Jamie to be included in the State Handbook explaining the new position and what her responsibilities and goals are for this position.

                                                              i.      Title to be changed to Petitions / Score Tracking

                                                            ii.      Sue to implement system on how meet directors should get her invitational results in a timely, computer friendly manner.

1. Ron Ferris, Webmaster

                                                              i.      Ron expressed his concerns for the website.   We discussed the need to change the home page and put women on top. 

                                                            ii.      Many specific links to be added on the women’s page.

                                                          iii.      All pertinent Ohio Forms to be made available on the website.

1. Becky Cox

                                                              i.      Becky will continue to be the “central communicator” for the committee, but will forward applicable emails to the proper chairperson for response.

                                                            ii.      E-letters to be done by Nina and distributed by Becky in a quarterly manner.

                                                          iii.      Flyer to be inserted in State Handbook explaining website, e-mail communication, and E-letter done quarterly.

1. Jill Skulich

                                                              i.      Jill presented comments and feedbacks from judges and State Committee members. 

                                                            ii.      PIF’s (due September 1^st) and CPE (June 30^th) deadlines were discussed. 

III. 2007-2008 State Meet Overview

1. All state meets were discussed with positive and negatives. 
2. Concerns regarding equipment, large gymnast numbers, size and location of host facility, and awards discussed. 

IV. 2008-2009 State Meet Bids & General State Meet Information

1. Pam presented the bids for the 2008-2009 competition season.  All bid information was distributed for the committee to review.
2. Committee took the time to discuss all the bids in detail prior to vote.

1. Gyms that bid on meet were OGI and Olympic Dreams.

                                                          iii.      Level 6-7 State Meet awarded to Olympic Academy.

1. Pam will have a conversation with Kris regarding additional detailed information for this state meet.   
2. Final information must be given to Pam from Kris on or before July 1^st.

                                                              i.      There was discussion on whether all around qualifying scores should be increased for the compulsory levels.  At this time, we will keep all qualifying scores the same.

                                                              i.      Level 4’s must receive (per R&P) All Around achievement ribbons.

                                                            ii.      Ohio Award’s Banquet invitations will be given out during the award ceremony at each state meet.

Recommendation – Ohio will implement multi-colored ribbons for all around participation at Level 4 state meet, regardless of their score.

                                                              i.      State’s rights.

Recommendation – Two methods to qualify as individual specialists:  1) Gymnasts that qualify in the all around to state meet may chose to compete as an individual event specialist, as long as they have met the specialist minimum score, or 2) they can qualify as a specialist.  Specific qualifying scores are:

            Level 7 & 8 :  8.0 minimum on qualifying event

            Level 9 & 10: 8.5 minimum on qualifying event
